On November 1, 2011, ASTM International published ASTM F2923 - 11 Children's Jewelry Safety Standard. The standard was developed in response to various federal and state government initiatives including a petition to the Consumer Product Safety Commission (CPSC) to limit cadmium in children’s jewelry. In addition to setting a limit of 300 ppm total cadmium in specified materials, the standard incorporates various requirements from existing toy and jewelry standards as well as:
- Soluble cadmium limits for materials exceeding the 300 ppm total screening limit;
- Nickel release limits for components coming in direct and prolonged contact with skin;
- A Breakaway Tension Test to help ensure release of jewelry designed to be worn around the neck.
The CPSC is now assessing the adequacy of this ASTM voluntary standard as well as whether there is substantial compliance to it. By June 16, 2012, CPSC is expected to provide their recommendation regarding the disposition of the underlying cadmium petition and whether this now voluntary standard should become mandatory.
ANSECO Group is equipped to test to the ASTM Jewelry Standard, ASTM F963 (for toy jewelry) and various state laws. Check back to this web page for further updates.
Canada
ANSECO Group is equipped to test jewellery in accordance to Health Canada’s Children’s Jewellery Regulations (SOR/2011-19) and can analyze cadmium using industry recognized methods. Additionally, for any children’s jewellery that also has play value, testing is available according to Canadian Toys Regulations (SOR/2011-17).
Health Canada’s Regulation states:
- Children's jewellery items imported, advertised, or sold in Canada must meet the lead content limit of 600 mg/kg total lead and 90 mg/kg migratable lead
And, although there is no current limit set for cadmium in children’s jewellery, Health Canada prohibits:
- the manufacture, import, advertisement or sale of a consumer product that is a danger to human health or safety such as the presence of cadmium in jewellery
